Vice work crossed places that did not fit neatly into a single crime category: liquor, gambling, prostitution, disorderly houses and rackets could overlap while still requiring different evidence and different police action. The work depended on addresses, observations, informants, raids, arrests and the paperwork that followed.
Ralph Palmer enters this world through his documented Vice Bureau assignment. The website uses that career connection as a doorway, then keeps individual investigations protected for the books unless a file has been deliberately opened.
