“Rackets” could describe recurring illegal enterprises built around money, protection, gambling, liquor or other vice activity. The word is useful only when the record tells us what operation investigators were actually looking at and who or what was connected to it.

This room therefore avoids turning Detroit into a generic gangster story. Names, organizations and alleged connections appear only when records support them, while the wider economics of the nighttime city provide context.
