This surviving City of Detroit document recognizes the Vice Bureau for enforcement work against the Polish Bank House mutuels combine. It names Lt. Clayton Nowlin, Sgt. Fred Heath, Det. Michael Vrabel, Patr. Ralph R. Palmer, Patr. William Juergens and Patr. McFarland Whitledge.
